Два одинаковых приватных запроса с $\epsilon$ = 1 эквивалентны одному запросу с $\epsilon$ = 2
Третьи стороны могут усреднять ответы, тем самым отфильтровывая шум.

Помните, что эпсилон — экспоненциальный параметр.
